Help!!! C code for 14 segment display driver and....

I am a student working on two projects (1) to display: the current Electricity, water, and Gas consumption. I have worked out how to deal with the data I am getting from the electronic meter but I am having problem on how to display the values in an alfanumerieK 14 segment display.
I am using the TLC5928 driver IC from Texas instrument and I need the C source code to operate de driver. see attachment for datasheet.


                                                      (2)  mobile accident/ car vandal register: I have to build a system that would register the time an accident or damage on the body of the rental cars occurs and then send SMS to the controlers office for notification. This is actually my inteship project while the other one is a school project ( 2 days school and 3 days intenship) a week. I am searching for the code representation of the < cntrl + Z > in AT comand of the Siemens M20 mobile terminal.
example of how to  send a text is:
AT+CMGF = 1                           // TEXT MODE

> < CTRL+Z>                          // Ctrl + Z     MANUALLY FROM THE KEYBOARD


the problem now is to send the Ctrl+z using code because the aim is for it to be remotly done. 
the interface is serial  ( RS232).
